Mr. Andrews received a Bachelor of Business Administration degree in Trust and Wealth Management, with a minor in financial planning, from Campbell University in 2011, and graduated from the University of Mississippi School of Law in 2015. After graduation, Mr. Andrews began practicing law in Mississippi, focusing his practice on the areas of municipal law and regulation, business organization and litigation, banking law and regulation, as well as other areas of civil practice.
Mr. Andrews serves as bond counsel on a variety of public finance transactions representing local governments, state agencies, special districts and school districts in connection with infrastructure, financings and capital projects, including P3 projects. Since joining Foley & Judell in 2019, he has gained experience with general fund and voter-approved debt obligations, including general obligation bonds, sales tax bonds, and revenue bonds. In addition, he has extensive experience with USDA transactions for hospitals, municipalities, and other political subdivisions across the state. Mr. Andrews has lectured at the Louisiana School Superintendent’s Academy, the Rural Hospital Coalition, and the Organization of Parish Administrative Officials.
