Garrett Gemelos

Mr. Gemelos focuses his practice on public finance transactions for state and local governmental entities, including general obligation and revenue bond financings, public trust and conduit financings, and lease, grant, and bond anticipation note structures.  His practice includes infrastructure, utilities, transportation, higher education, and economic development projects, as well as affordable and multifamily housing financings.  In addition to serving as bond counsel, Mr. Gemelos advises issuers and borrowers on continuing disclosure and post-issuance compliance matters and oversees Foley & Judell’s in-house department responsible for the preparation of offering documents and related disclosure materials.

Since joining Foley & Judell in 2019, Mr. Gemelos has worked on a wide range of public finance transactions throughout Louisiana.  He received his Juris Doctor from Loyola University New Orleans College of Law in 2013 and a Bachelor of Arts in Political Science, cum laude, from Loyola University New Orleans in 2010.  During law school, he served as a law clerk for the New Orleans City Attorney’s Office and the Office of Special Counsel for the Sewerage and Water Board of New Orleans.  Prior to joining the firm, he worked in the real estate title industry and was previously a licensed title insurance agent.  Mr. Gemelos is a member of the New Orleans Bar Association, the Louisiana State Bar Association, the National LGBTQ+ Bar Association, and the National Association of Bond Lawyers.
