ALAN L. OFFNER

Mr. Offner graduated from Tulane University with a B.A. in History in 1969.  After completing his service in the United States Navy, where he attained the rank of Lieutenant, he returned to the Tulane University School of Law, graduating in 1976.  He served as a member of the Moot Court Board during his law school tenure.
 
Mr. Offner’s career at Foley & Judell focused on financing public infrastructure through traditional municipal bonds.  He specialized in guiding his clients through federal and state government programs, such as USDA Rural Development or Louisiana revolving loan funds, that provide low-cost financing for otherwise-underserved communities.
