Mr. Osborne was admitted to the bar in 1962 in Louisiana following his graduation that year from the Tulane University School of Law. He also received his undergraduate degree from Tulane University.
During his career at Foley & Judell and its predecessor firms, Mr. Osborne specialized in all phases of local government finance for parishes, school boards and municipalities and participated in numerous financings for public utilities, such as electric, water and sewerage and is particularly experienced in financing programs involving the issuance of large sales tax revenue bond issues. He helped create a number of entities throughout Louisiana that are still active and issuing bonds today.
Mr. Osborne previously served as general counsel to the Louisiana Association of Tax Administrators and has lectured to various governmental organizations, including the Louisiana Government Finance Officers Association and the Louisiana Municipal Clerks Institute and has been a guest lecturer at Loyola and Tulane Universities and a panelist at the NABL Workshop.
